The recent clean energy legislation requires that system operators must cooperate with each other in planning and operating their networks. This cooperation aims in particular at exchange of coordinated balancing and congestion handling services (coming from DER, conventional Power Plants or controlled loads located in these grids). System Operators need to support all measures for reinforcing competitive energy markets.
